Any excavation performed within the public right-of-way in the City of Westbrook is required to obtain a Street Opening Permit. Contractors applying for a Street Opening permit must first obtain an Excavator's License through Public Services. Excavator's Licenses are $500 per year, as outlined in the Master Fee schedule of the Code of Ordinances. All excavations must adhere to Chapter 281 of the City of Westbrook Code of Ordinances. ALL Excavator Licenses expire December 31st.
A base fee of $25 is charged for every permit and the street opening charges will be measured and charged after the work is performed based on the Master Fee schedule that can be found Chapter 281 Street and Sidewalks of the Code of Ordinances. An after-the-fact fee will be charged to any contractor and/or permit not filed through Public Services prior to work commencing.
No street openings will be allowed within the public right-of-way if the street is under moratorium. The City of Westbrook's moratorium lasts for five years past the date the roadway was paved.
Applications can be picked up at Public Services at 371 Saco Street, Monday through Friday from 7:00 a.m. to 3:00 p.m.
