When is the next election?
The next election will take place on Tuesday November 7, 2017. Westbrook voters will be given ballots for a State Referendum.
What's going to be on the ballot?
The Secretary of State has certified two citizen initiatives which will be voted on at the November 7, 2017 referendum election unless enacted without change by the 128th Legislature in the first regular session. The 128th Legislature may also approve one or more bond issues or other referenda to be ratified by the voters at this referendum election.
The proposed referendum items for the State ballots are outlined below:
STATE BALLOT ITEMS
Question 1: Citizen Initiative
TITLE: An Act To Allow Slot Machines or a Casino in York County.
Do you want to allow a certain company to operate table games and/or slot machines in York County, subject to state and local approval, with part of the profits going to the specific programs described in the initiative?
Question 2: Citizen Initiative
TITLE: An Act To Enhance Access to Affordable Health Care.
Do you want Maine to expand Medicaid to provide healthcare coverage for qualified adults under age 65 with incomes at or below 138% of the federal poverty level, which in 2017 means $16,643 for a single person and $22,412 for a family of two?
Question 3: Bond Issue
TITLE: An Act To Authorize a General Fund Bond Issue to Improve Highways, Bridges and Multimodal Facilities and Upgrade Municipal Culverts
Do you favor a $105,000,000 bond issue for construction, reconstruction and rehabilitation of highways and bridges and for facilities or equipment related to ports, harbors, marine transportation, freight and passenger railroads, aviation, transit and bicycle and pedestrian trails, to be used to match an estimated $137,000,000 in federal and other funds, and for the upgrade of municipal culverts at stream crossings?
Question 4: Constitutional Amendment
TITLE: Resolution, Proposing an Amendment to the Constitution of Maine To Reduce Volatility in State Pension Funding Requirements Caused by the Financial Markets

How can I get an absentee ballot?
Voters can order an absentee ballot no more than 90 days prior to the election. Ballots typically arrive at the City Clerk's Office from the printer 30 days prior to the election. We will mail out ballots at that time to all who submitted requests. Once the ballots arrive, voters will also have the option of voting an absentee ballot here at City Hall.
To order an absentee ballot, Westbrook voters can:
- CALL the Westbrook Election Hotline at 207-591-8116
- ORDER ONLINE through the State's Absentee Ballot Request System
- MAIL an Absentee Ballot Request Form to the City Clerk's Office, 2 York Street, Westbrook, ME 04092
- VISIT the City Clerk's Office during regular business hours (8:30am - 5pm, Monday - Friday)
Absentee ballot requests can be submitted "without cause" (i.e. without providing a reason for your request) by Thursday November 2, 2017. After that date, you must qualify under the Special Exception rules in order to obtain an absentee ballot.
When do I have to return my absentee ballot?
Your absentee ballot must be returned to the City Clerk's Office by 8:00pm on Tuesday November 7, 2017 (coinciding with the close of the polls).
